supposed to deduct from free balance first if above zero. in this case it was zero and still deducted. so I need to change the "if" statement.

I had a balance of $20 prior to my winning snipe of $292 for ebay item 200337397765. My snipe balance is now $14.16 which means I was charged $5.84 instead of $2.92



Could you please credit $2.92 back to my account and investigate why I continue to be charged twice the advertised fee rate (1% of winning snipe or max of $5) for my winning snipes.
