Here's how the refresh works. Sometimes people "spam" the refresh button, and each refresh would cause it to reload all of the item numbers, causing us to make more calls than needed to eBay. So when you click refresh, it sets a timeout, and won't allow another refresh for 5 minutes.
If you reload the webpage it clears the 5-minute timer.
Perhaps we should put some kind of notification that the items were already refreshed NN seconds ago, and to please wait N number of seconds. Something like that.
