Thank you for your question about lead times. It appears that PayPal tried to charge our annual subscription fee on 07/04 and 07/09, but they could not process the payment.
We just tried to reactivate, but it would not allow us. Generally this means the credit card you have on file with PayPal expired, or there are low funds in the account.
Presumably, you can fix the about issue, and then search for the subscription ID in PayPal's search box with the ID " I-99454NR8FCG9", and there is a link to reactivate and make the payment.
