This occurred because of an intentional fail-safe we have in place for a niche situation: Where your bid equals the starting price but came in after someone else's. eBay returns "Success" for some reason.
To avoid this, always make sure to bid competitively higher than the starting price.

The starting price was 1 cents my bid was for $35.00.

Someone else bid $35 two seconds before you did. So to win, you needed to bid $35 + $1 = $36. The $1 is eBay's minimum bid increment.
